摘要
近年来江苏省水稻生产受国内外价格倒挂,以及土地租金、劳动力成本等生产成本不断攀升等因素影响,出现种植收益连年下降、农民粮食生产积极性不高等问题,危及粮食安全的基础。从保证供应、农民种粮积极性、优质优价、政策支持力度、加工与品牌营销等层面对江苏省水稻产业发展存在的问题进行分析,在此基础上提出了稳定水稻生产、夯实粮食安全基础的建议,关键是在稳产能、提品质、增效益上下功夫,即在稳定种植面积、逐步提高产能的基础上,重点依靠科技提高单产水平与品质,降本增效提高农民的种粮积极性,优质优价提高稻谷产业竞争力等。
In recent years,rice production has been affected by factors such as domestic and international price inversions,rising production costs such as land rents and labor costs in Jiangsu province,crop planting profit have been declining year after year,and farmers'enthusiasm for grain production has not been high,which has endangered the basis of food security.From the aspects of guaranteed supply,farmers'enthusiasm for growing grain,high quality and high price,policy support,processing and brand marketing and so on,problems existing in the development of the rice industry in Jiangsu province were analyzed.Based on this,suggestions on stabilizing rice production and consolidating the foundation of food security were put forward.The key is to stabilize production capacity,improve quality,and increase efficiency.That is,on the basis of stabilizing planting area and gradually increasing production capacity,the focus is on relying on technology to improve yield and quality,to increase farmers'enthusiasm for growing grain by decreasing costs and increasing efficiency,to improve the competitiveness of the rice industry through high quality and high price.
