摘要
本文以2017年中国工程院院士候选人为研究对象,首次将候选人和当选院士纳入同一计量分析框架,研究了省级经济社会因素对候选人能否成功当选院士的影响。在控制候选人的个体特征因素的情况下,基于多分类logit模型的分析发现:①人均GDP对候选人当选没有显著影响;②研发投入水平对候选人当选具有显著的正向影响;③以进出口总额衡量的省际开放水平越高,候选人当选的可能性越低;④城市化水平对候选人当选具有显著的正向影响;⑤来自东部和中部候选人当选的可能性存在着显著的差异,东部和西部候选人当选的可能性不存在这种差异。对此提出以下建议:优化领军人才成长环境,加大研发投入力度,促进区域人才优化分布,充分发挥人才在自主创新中的关键驱动作用。
This paper targets on the candidate of academicians of Chinese Academy of Engineering(CAE)in 2017.It is the first time that candidates and elected academicians are included in the same quantitative analysis framework.It has studied the influences of provincial economic and social factors on whether the candidates can be elected as academicians successfully.Under the control of the individual characteristics of the candidates,the analysis,based on the the multi-classification logistic model,finds that:First,per capita GDP has no significant impact on the selection of candidates;Second,the absolute value of R&D investment has a significant positive impact on the selection of candidates;Third,the higher the level of inter-provincial openness measured by the total volume of imports and exports,the lower the possibility of a candidate being selected.Fourth,urbanization level has a significant positive impact on the selection of candidates.Fifth,there is a significant difference in the possibility of candidates being selected between the eastern and the central regions,while there is no such difference between the east and the west.Suggestions:government should optimize the growth environment for leading talents,increase R&D investment and promote the optimal distribution of regional talents,and give full play to the key driving role of talents in independent innovation.
