摘要
要如何评估各地区碳排放削减潜力,从而在此基础上构建一个兼顾效率与公平、切实可行的各省碳排放削减目标体系?在考虑经济环境方向距离函数的DEA模型的基础上,应加入反映公平等社会目标的约束式,以构建兼顾效率与公平的DEA模型。基于公平、效率、可操作性等原则,运用所构建的DEA模型可以有效、灵活地解决各省碳排放削减潜力评估及责任分配的问题。结果揭示,在设定的公平目标、总量控制目标、各DMU控制目标下,全国最优碳排放总量为1234654.1万吨,与现有排放总量相比,减少了5.26%;该分配方案与现有碳排放现状相比,分配公平状况得到改善。
How to as sess the potential of carbon emis sion reduction acros s Chinese provinces and then build the responsibility assignment system accepted by each province.Added the constraints of social goals such as fairness to the Directional Economic Environmental Distance(DEED)Function,this paper proposes the Directional Social Economic Environmental Distance(DSEED)Function.Based on the principles of fairness,efficiency and operability,the DSEED model can effectively and flexibly solve the problem of carbon emission reduction potential assessment and responsibility allocation in each province.The empirical results reveal that under the constraints of equity target,total control target and DMU control target,the national optimal total carbon emission is 12346541 thousand tons,which is 5.26%lower than the current total carbon emissio n.At the same time,compared with the current situation of distribution,the fairness of distribution is improved.
