摘要 城市用水效率的高低影响城市经济的快速发展,为全面评价城市水资源利用效率,提出分别从静态和动态的角度研究城市水资源利用效率,并以安徽省为例,首先构建SE-DEA模型,并结合C 2 R-DEA和BC 2-DEA模型,评价安徽省城市水资源利用的静态效率,然后利用Malmquist指数模型计算安徽省各城市在2011—2017年间水资源利用的全要素生产效率值,以反映城市水资源利用效率在时间序列上的动态变化趋势,并将全要素生产效率值进行分解,探寻了水资源利用效率在时间序列上变动的根源。结果表明:①利用SE-DEA模型能够实现不同城市之间用水效率高低的比较,更全面地分析了城市水资源利用的静态效率;②安徽省水资源利用效率在2011—2017年间波动较大,呈上下波动趋势;③应通过提高科学技术水平,优化水资源管理方法,合理配置资源投入,推进科学技术的发展等方面提高城市水资源的利用效率。此研究结果可为相关部门制定集约用水措施提供参考和依据。 Water resources utilization affects the rapid development of social economy.In order to evaluate urban water resources utilization efficiency comprehensively,the paper proposes to analyze the urban water resources utilization efficiency from the static and dynamic perspectives respectively.Taking Anhui Province as an example,firstly,the SE-DEA model was constructed,then combined with C 2 R-DEA model and BC 2-DEA model to calculate the static efficiency of water resources utilization of Anhui Province.In order to reflect the dynamic trend of urban water resources utilization efficiency in time series,the Malmquist index model was used to calculate the total factor production efficiency value of water resources utilization in Anhui Province from 2011 to 2017.The total factor production efficiency value was decomposed to explore the source of the variation of water resources utilization efficiency in time series in Anhui Province.The results show that:①the SE-DEA model can be used to compare the water resources utilization efficiency among different cities,and the static efficiency of urban water resources utilization is analyzed comprehensively.②The water resources utilization efficiency of Anhui Province fluctuated greatly from 2011 to 2017,and the trend fluctuated up and down.③It puts forward through improving the level of science and technology,optimizing the methods of water resources management,rationally allocating resources and promoting the development of science and technology to improve urban water resources utilization efficiency.The research results can provide a reference and basis for the government to make reasonable water use measures.
