摘要
新技术推动下的数字治理发展对政府部门提出了更高要求,然而资源与能力不足使其难以有效适应被技术不断重塑的治理环境,因此,政府部门逐步寻求技术企业的帮助来改善自身对新技术的应用,这推动了数字治理领域公私合作的兴起与发展。这一合作模式在全球不同国家和地区逐步得到广泛应用,同时也吸引了学者们越来越多的关注。为了更好地了解数字治理领域公私合作研究的现状并进一步推动理论对话,本文系统梳理了相关文献。研究发现,数字治理领域主要关注公私合作的概念内涵、合作动力、运行机制、合作绩效与影响因素、挑战与风险、动态发展与变迁六个主要议题,强调数字治理领域的公私合作从传统的单一项目交付和合同管理向多元治理网络和平等伙伴关系转变。现有研究在理论探讨和研究方法上存在一些不足,未来需要结合经济学、公共管理与政策、组织行为学等视角,借助多样化的研究方法来更好地探讨和解释数字治理领域公私合作的现状及影响因素。
The development of digital governance driven by new technologies imposes higher requirements on governments.However,insufficient resources and capabilities make them difficult to effectively adapt to the environment that is constantly being reshaped by technologies.Therefore,public sectors gradually seek the help from IT companies to improve the application of technologies,which has brought the rise and development of public-private partnership(PPP)in digital governance.In the past two decades,it has been widely adopted worldwide and has achieved progress,while has also brought new problems and attracted considerable attention from researchers.In order to better understand this issue and the related research,this study systematically conducted the literature review.The findings revealed that,existing research mainly focuses on six main topics:PPP conception,development motivation,operating mechanism,cooperation performance and influencing factors,challenges and risks among various participants,dynamic changes for partnership.And,the public-private partnership in the field of digital governance transformed from traditional single projects delivery and contract management to multiple governance networks and equal partnerships.Future research suggestions were given in this study,which include combining disciplinary perspectives with economics,public administration and policy,and organizational behavior,and using diversified research methods to better explore the determinants and explain the public-private partnership in the field of digital governance.
