摘要
新型冠状病毒肺炎疫情对全球经济形成重大冲击,而重大突发公共卫生事件经济影响的相关理论在学术界一直缺乏系统研究,政府在制定专项政策时存在理论缺位的问题。本文对重大突发公共卫生事件的相关理论与经验研究进行全面梳理,重点关注重大突发公共卫生事件的经济影响及应对经验。研究发现:经济快速发展及全球化进程不断推进是重大传染病疫情大规模传播的重要原因;重大突发公共卫生事件对国民经济发展存在短期负面效应及长期潜在的负面效应,政府应建立健全应急管理体系及公共卫生体系,并采取积极的干预政策进行应对;新型冠状病毒肺炎疫情对中国产业发展、区域经济及对外贸易均带来一定冲击,各级政府应精准施策以平抑经济波动。本文的研究重在深入挖掘重大突发公共卫生事件相关议题已有的理论基础,并指出可能的理论补充之处,进而为实务界今后的疫情防控及经济恢复工作提供理论依据。
The novel coronavirus pneumonia epidemic has had a major impact on the global economy,and theories related to the economic and social impact of major public health emergencies have been lacking in the academic community,and there is a theoretical gap in the formulation of special policies by governments.This paper comprehensively combined the relevant theoretical and empirical studies on major public health emergencies,focusing on the economic impact of major public health emergencies and response strategies.The study found that:rapid economic development and globalization are important reasons for the large-scale spread of major infectious diseases;major public health emergencies have both short-term and long-term potential negative effects on national economic development,and the government should establish an emergency management system and public health system and adopt active intervention policies to deal with them;the new coronary pneumonia epidemic has a certain impact on China’s industrial development,regional economy and foreign trade,and governments at all levels should implement precise policies to suppress economic fluctuations.The research in this paper focuses on digging deeper into the existing theoretical basis of major public health emergencies and pointing out possible theoretical additions,thereby providing a theoretical basis for future epidemic prevention and control and economic recovery work of the practical community.
