摘要
公众参与是扶贫开发、完善村民自治的重要概念。但是在精准扶贫建设项目中“精英俘获”现象造成公众参与目标和现实的偏离,是参与式治理中的“伪公众参与”悖论。克服“精英俘获”现象将会为实现村民自治和提升村民参与能力创造积极影响力,对促进我国农村基层民主治理与扶贫工作具有指导意义。
Targeted poverty alleviation strategy aims to realize the rural revitalization and for the welfare of peasant.Public participation is an important concept of poverty alleviation and the peasant’s autonomy.However,the“elite capture”phenomenon in targeted poverty alleviation projects has deviated from the goal of public participation and the reality,which is the“pseudo-public participation”paradox in participatory governance.If one overcomes this phenomenon,it has will create positive influence for the realization of peasant’s autonomy and the improvement of peasant’s autonomy,which has important guiding significance for promoting the democratic governance and poverty alleviation at the Chinese grass-roots level.
