金沙江下游水库移民工作的重大理论与实践问题 被引量:2

摘要 在国内,水库移民因工作难度大而被称为“天下第一难事”。在世界范围内,水库移民也已经成为水电行业发展的最大制约因素。通过七年的参与式观察及访谈研究,对金沙江下游四座世界级巨型水电站移民工作中存在的问题及原因进行了分析,并提出了政策建议。认为水库移民工作面临诸多问题的主要原因在于国家层面缺乏统一的管理机构、行业保护政策不适应时代发展、库区自身发展能力不足、工程领域缺乏人文关怀等,并有针对性地提出了整合优化国家机构职能,打破行业保护、试行专业归口管理,设立金沙江下游绿色经济示范试验区,加强水库移民工作的人文关怀等政策建议。旨在通过多种措施破解难题,推动水电行业及库区移民的可持续发展。 Reservoir migration seriously constrains the development of the hydropower industry worldwide.It is also called“the most difficult thing in the world”because of the difficulty of working in China.Through seven years of participatory observation and interview research,this study analyzes the problems associated with and reasons for the immigration of four world-class giant hydropower stations in the lower reaches of the Jinsha River and proposes policy recommendations.This study explains that the main issues facing reservoir resettlement are the lack of a unified national level management mechanism,inadequate industry protection policies appropriate for modern times,insufficient development capacities of the reservoir areas,and the lack of humanistic care in the engineering field.Policy suggestions have been proposed for integrating and optimizing the functions of national institutions,breaking industry protection,piloting professional centralized management,establishing a green economy demonstration pilot zone in the lower reaches of the Jinsha River,and strengthening humanistic care for reservoir resettlement.Through various measures,the problems can be solved and the sustainable development of the migrants in the hydropower industry and the reservoir area can be promoted.
