摘要
非首都功能疏解不仅有助于彻底解决北京“大城市病”,突出和强化首都“四个中心”功能定位,还有助于加快北京资源外溢,促进区域经济合理配置,推动实现京津冀协同发展。因此,研究在非首都功能疏解背景下如何打造北京经济发展新动能,具有较强的理论探索意义和实践指导意义。本文考察近年来北京经济动能演变情况,非首都功能疏解进程长期来看有助于倒逼北京经济发展方式升级、产业结构优化和区域协调发展。最后,本文提出了新时期北京打造经济发展新动能的政策建议。
Non-capital functions not only help to completely solve Beijing’s“big city disease”,highlight and strengthen the functional positioning of the capital’s“four centers”,but also help accelerate Beijing’s resource spillover,promote the rational allocation of regional economies,and promote the realization of Beijing-Tianjin Hope for coordinated development.Therefore,research on how to create a new driving force for Beijing's economic development under the background of non-capital functions has strong theoretical exploration significance and practical guiding significance.This paper examines the evolution of Beijing’s economic kinetic energy in recent years.The process of dissolving non-capital functions will have a certain impact on Beijing’s development kinetic energy in the short term,but in the long run it will help force the upgrading of economic development mode,industrial structure optimization and regional coordinated development.Finally,this article puts forward the general idea of Beijing to create new momentum of economic development in the new era and puts forward corresponding countermeasures and suggestions.
