摘要
科学技术领域的复杂性,决定了科学决策的专业性。与此相对应,科技决策智库应匹配相应的能力应对这种专业性,优秀的人才队伍建设是其重点。我国智库的发展仍处于起步期,有许多问题急需讨论并加以解决,人才队伍建设的理论研究与实际操作并不成熟。梳理既有的研究,建立起人才质量评价的标准,并以此构建合理的智库内人才结构比例,通过对国外经验的学习与对比,对我国科技决策智库在专业人才的选定、任用、激励等方面存在的问题及对科技智库建设可能起到的作用进行评价,建议优化人才结构,注重智库人才的培训与能力发展,提高对科技决策智库的人才管理制度设计,形成人才队伍建设的价值体系建设。
the complexity of science and technology determines the professionalism of scientific decision-making.Accordingly,science and technology decision-making think tanks should match the corresponding ability to deal with this specialty,and the construction of excellent talent team is the key point.The development of think tanks in China is still in its infancy.There are many problems that need to be discussed and solved urgently.The theoretical research and practical operation of talent team construction are not mature.Through the study and com:parison of foreign experience,this paper evaluates the problems existing in the selection,appointment and incentive of professional talents in China's science and technology decision-making think tanks and their possible role in the construction of science and technology think tanks.It is suggested to optimize the talent structure and pay attention to intelligence The training and ability development of talent pool will improve the talent management system design of science and technology decision-making think tank,and form the value system construction of talent team con-struction.
