摘要
黄河流域生态保护和高质量发展重大国家战略对沿黄地区水利发展提出更高要求,编制与之相适应的水利专项规划是支撑该战略顺利实施的先决条件。在深入学习习近平总书记在黄河流域生态保护和高质量发展座谈会上重要讲话精神的基础上,通过分析该战略的提出背景和重点内容,总结其对水利工作的需求,阐述了编制水利专项规划的目的和意义;通过研究黄河流域生态保护和高质量发展水利专项规划思路与目标任务,阐述了编制水利专项规划的方法;提出了现状-目标-方案-实施-保障的水利专项规划结构,构建了包括结构层次、章节安排和主要内容的水利专项规划编制框架。
The strategy of ecological protection and high⁃quality development of the Yellow River(Abbreviation:YRB Conservation and De⁃velopment)put forward higher requirements for water conservancy development.The preparation of special water conservancy plans is a pre⁃requisite for the smooth implementation of this strategy.According to Xi Jinping's speech at the Symposium on YRB Conservation and Devel⁃opment,this paper systematically analyzed the background and key contents of this strategy,summarized its demand for water conservancy development and answered the question of why special water conservancy planning should be carried out.This paper focused on the water con⁃servancy special planning ideas and objectives for YRB Conservation and Development,and answered how to carry out special water conser⁃vancy planning.Finally,this paper put forward the content framework system including the structure hierarchy,the main content,and an⁃swered what is the content of special water conservancy planning.
