摘要
黄河三角洲是国际重要湿地,东营市是全球首批国际湿地城市,黄河口的保护与发展是黄河流域生态保护和高质量发展国家战略的重要一环。针对黄河三角洲成陆时间短、生态系统脆弱、供用水结构失衡、水污染海陆统筹治理难度大等问题,遵循“重在保护,要在治理”的治黄思想和新时期系统治水精神,吸收借鉴先进地区治水经验,提出了黄河三角洲水资源、水环境、水生态、水灾害、水文化五水统筹治理模式。通过构筑适应高质量发展的水资源配置体系、海-河-陆三位一体的水环境治理体系、城湿相融人鸟共生的水生态保护体系、安全自然现代化的水灾害防治体系、彰显大河生态文明的水文化弘扬体系,实现建设“幸福黄河口”、将黄河三角洲打造成中国向世界展示大河文明和河口文化的重要窗口和标志区的目标。
The Yellow River Delta is an international important wetland and Dongying City is one of the first international wetland cities in the world.The protection and development of the Yellow River Delta is an important part of national strategy for ecological conservation and high⁃quality development of the Yellow River Basin.In view of the issues in the Yellow River Delta,such as the short time of land formation,frag⁃ile ecosystems,unbalanced water supply structure and difficulty in integrated control of water pollution on the land and sea,following the Yellow River management strategy of“protection is the focus,control is the key”and the spirit of systematic water management in the new period and absorbing the experience of water control in advanced areas,a five⁃water integrated control model of water resources,water envi⁃ronment,water ecology,water disaster and water culture in the Yellow River Delta has been put forward.By constructing a water resources allocation system adapted to high⁃quality development,a water environment control system integrating sea,river and land,a water ecological protection system in which urban and wetlands coexist with human and birds,a water disaster prevention system that achieves safe,natural and modernization and a water culture promotion system that highlights the ecological civilization of the Yellow River,the goal of building“Happiness Yellow River Estuary”will be achieved and the Yellow River Delta will become an important window and landmark area for Chi⁃na to display the great river civilization and the estuary culture to the world.
