摘要
新冠肺炎疫情暴发对我国经济社会发展造成前所未有的冲击和影响。如何处理疫情防控与重启经济这对最突出矛盾?中国如何取得疫情保卫战与经济保卫战的“双胜利”?文本提出疫情冲击影响的两维分析框架,一维是疫情控制五阶段,另一维是重启经济五阶段。中国疫情防控属于“倒V”形,实现人力资本和经济损失最小化,重启经济属于“V”形,实现经济复苏最大化。这是典型的“两手抓”的中国方案。文本介绍和分析了中国第三次积极扩大内需战略,包括更加积极的财政政策、更加灵活适度稳健的货币政策、全面强化就业优先政策、打造中国经济发展新格局、坚持以供给侧结构性改革为主线,以及主动开展国际合作、打造人类卫生健康命运共同体理念和行动。
The COVID-19 outbreak has exerted unprecedented impact on China’s social and economic development.How can we resolve the basic contradiction between epidemic prevention and control and economic restart to achieve win-win results?This paper proposes a two-dimensional analysis framework to address this issue.One dimension is the five stages of epidemic prevention and control,and the other is the five stages of reopening the economy.China’s epidemic prevention and control can be depicted as an inverted V-shape curve,while restarting the economy is the other way around,namely a V-shaped curve.The former is to minimize the social loss,while the latter is to maximize economic gains.This article introduces the third round of expanding domestic demand in China,including a more proactive fiscal policy,a more flexible and moderately stable monetary policy,and a set of comprehensive pro-employment policies.China will create a new pattern of economic development,continue to implement its supply-side structural reforms,and take the initiative in international cooperation to advocate the concept of fostering a community of health for all.
