对黄土高原淤地坝建设战略定位的几点思考 被引量:37

摘要 淤地坝是黄土高原地区水土保持、淤地造田、改善交通、保护生态的重要工程设施。2019年9月,习近平总书记提出了黄河流域生态保护和高质量发展的战略。在这一重大战略的指引下,总结了淤地坝建设对黄河流域生态保护的重要作用,同时指出水毁灾害问题严重制约着淤地坝的发展。针对水毁灾害问题,分别提出了坝系溃决风险的评价方法和新型泄水、放水建筑物形式及技术,结合信息技术的预警,实现"中小洪水不垮坝,大洪水无人员伤亡"的淤地坝风险防控总体目标。探讨了淤地坝建设的市场驱动机制,展望了黄河流域新的水沙形势下淤地坝建设远景规划。 Warping dam is an important engineering facility for soil and water conservation,silting up farmland,traffic improvement and ecological protection of the Loess Plateau region.In September 2019,General Secretary Xi Jinping put forward the strategy of ecological protection and high quality development in the Yellow River basin.Under the guidance of this major strategy,the paper summarized the important role of waging dam construction in ecological protection of the Yellow River basin.At the same time,it pointed out that the flood disaster had seriously restricted the development of warping dams.Aiming at the issue of water damage,it put forward risk assessment method of dam break and fonn and technology of new types of water discharging and discharging structures respectively.Combining with infomiation technology of early warning,it achieved the overall objective of risk prevention and control of "the dam will not be broken in medium and small floods and no casualties will be caused in large floods".It discussed the market driving mechanism of warping dam construction and prospected the longterm plan of warping dam construction under the new situation of water and sediment in the Yellow River basin.
