摘要
在中美战略竞争加剧的背景下,更加迫切需要新的中美东亚共处之道,以指导双方在这一地区实现良性共存,而不是恶性竞争。中美应该以利益平衡为基础实现在东亚共处,但基于正义的差异性原则,利益平衡并不意味着中美在东亚地位以及相应权利义务的完全相等,而是应该以维护地区整体利益为前提,根据地区身份的不同对两国在地区秩序中的权利义务予以差异化的安排。未来中美东亚关系以及其他相关国家间关系应以两个原则为指导:第一,包括中国在内的东亚国家对地区秩序的构建承担首要责任,并在不与地区整体利益冲突的情况下主张其政治、安全和经济等利益。第二,如果地区外国家(如美国)的行为有利于东亚地区整体利益,应被允许和鼓励参与地区秩序的构建。视东亚为其全球霸权基础的美国不会满意这一安排,但这不应成为阻碍构建中美东亚新关系与地区新秩序的阻碍,也不意味着上述原则是不现实的。中国可以也应该在两国实力逐渐走向平衡的基础上提出自己的地区秩序主张。
Under the increasing strategic competition,it is more urgent for China and the U.S.to develop a new approach to co-exist in East Asia.The co-existence should be based on balance of interests.According to the principle of differential justice,the balance of interests means that the rights and obligations of China and the U.S.in the East Asia order should be stipulated differentially based on their different regional identities.Thus,the following principles should be followed by China,the U.S.and other concerned powers in the process of building the new East Asia order:(1)regional autonomy:the East Asian powers including China should assume the primary responsibility in building the new order and may claim their interests while safeguarding the interests of region as a whole;(2)openness:the non-East Asian powers such as the U.S.should be encouraged to participate in the building of a new regional order if the region as a whole will benefit from their participation.These two principles are the just arrangement for the new regional order but contradictory to the current American hegemony in the region.But,if the trend of decreasing power gap between China and the U.S.continues and China continues to support the global leadership of the United States,the two major powers are likely to make a compromise in applying the new approach to the new regional order.
