摘要
结合多年实践,总结铁路建设项目在生态环境、噪声振动、水环境、大气环境和固体废弃物等方面的既有做法和相关规定以及对环境的影响,指出目前铁路建设和运营过程中存在的不利于环境保护的问题。有针对性地提出从减少扰动、工程防护、植物选择和管理措施方面积极开展生态保护,从线路选择、主动降噪和被动降噪等方面进一步做好噪声振动防护,以及具体的水环境和大气环境保护措施。通过这些具体措施可有效减缓环境影响,对促进绿色铁路建设具有重要意义。
This paper points out the problems in the current process of railway construction and operation that are unfavorable to environmental protection based on the practice over years,and the summarizations on existing practices and relevant regulations regarding the ecological environment,noise,vibration,water and atmospheric environment and solid wastes,as well as the environmental impacts.This paper puts forward targeted measures against these problems:Actively conduct ecological protection by means of disturbance reduction,engineering protection,vegetation measures and management measures;prevent noise and vibration from route selection,and active and passive noise reduction;put forward specific measures for water and atmospheric environmental protection.These measures can help effectively lessen environmental impact and are of great significance to promoting construction of green railways.
