摘要
《中华人民共和国电子签名法》于2005年实施,其正式确立了一个新行业,即电子认证服务行业。电子认证服务通过技术手段,确保数据电文的法律效力,维护使用方的权利,以促进信息化、无纸化的发展。目前,行业发展近二十年,已有四十八家依法批准的电子认证服务机构,签发在用有效数字证书超过7亿张,广泛应用于电子政务、电子商务、金融交易、医疗卫生等多个领域,在支撑信息化、保障网络安全方面发挥了重要作用。文章描述了行业发展现状,总结了行业发展特点,提出了行业存在的问题,并预测未来行业发展的趋势,提出对策及建议,以期能为行业发展和管理提供参考借鉴。
The electronic signature law of the people's Republic of China was implemented in 2005,which formally established a new industry,that is,electronic authentication service industry.Through technical means,electronic authentication service ensures the legal effect of data message and protects the rights of users,so as to promote the development of informatization and paperless.At present,with the development of the industry for nearly 20 years,48 legally approved e-certification service institutions have issued more than 700 million valid digital certificates,which are widely used in e-government,e-commerce,financial transactions,medical and health care and other fields,and play an important role in supporting information technology and ensuring network security.This paper describes the current situation of the industry development,summarizes the characteristics of the industry development,puts forward the existing problems of the industry,forecasts the future trend of the industry development,and puts forward countermeasures and suggestions,In order to provide reference for industry development and management.
