摘要
成熟定型的制度体系是国家治理现代化的基础,国家推进国家治理现代化意味着要实现国家治理的法治化,提供相匹配的法治保障体系。国家治理现代化由治理体系和治理能力现代化共同构成。一旦离开“法治化”这个评判尺度和衡量标准,不管是国家“治理体系”还是“治理能力”的现代化,都是毫无意义的空谈。新时代完善国家治理现代化的法治保障,必须在党的领导下,坚持法治建设与德治建设相结合,凸显政府在国家治理中的主体责任,提升社会治理法治水平,深化国家治理体制机制改革,实现国家监察督察常态化。
A mature and established system is the foundation of the modernization of national governance.Modernization of national governance is the concentrated embodiment of the superiority of the socialist system of China.Promoting the modernization of national governance means realizing the rule of law during governance and providing a matching system of guaranteeing the rule of law.The modernization of national governance is composed of the governance system and the modernization of governance capacity.Once the"rule of law"is removed from the yardstick and standard of measurement,the modernization of both the"governance system"and the"governance capacity"is meaningless and empty talk.In the new era,under the leadership of the party,we must adhere to the combination of the construction of the rule of law and the construction of the rule of virtue,highlight the main responsibility of the government in national governance,improve the level of the rule of law in social governance,deepen the reform of the national governance system,and realize the normalization of national supervision.
