摘要
国际劳工组织近日发布了关于新冠肺炎疫情对全球就业影响的最新监测报告《新冠肺炎疫情和劳动世界:最新评估和分析(第五版)》,对疫情在2020年上半年产生的影响进行了回顾:封锁措施对劳动世界产生严重影响,各种形式的工作场所关闭仍然存续,但各地区的关闭程度差距较大。工作时间损失不断加剧,各国工时损失的构成差别较大。女性劳动者受到的影响较为严重。国际劳工组织认为下半年的复苏具有不确定性和不完全性。在总结各国已经采取措施的基础上,国际劳工组织指出了各国普遍面临的五项挑战,同时提出了应对风险的政策建议。
Recently,ILO releases the latest monitor:COVID-19 and the world of work,the fifth edition.This edition looks back the labour market disruptions in the first half of 2020:the vast majority of the world’s workers continue to reside in countries with some sort of workplace closure measure in place.The working-hour losses is much larger than previously estimated.And the COVID-19 crisis is disproportionately affecting women workers in many ways.And looking ahead,ILO projections suggest that the labour market recovery during the second half of 2020 will be uncertain and incomplete.The actual labour market outcomes in the remainder of 2020 will be shaped by policy choices and action as well as by the pandemic’s future trajectory.Moving to a job-rich recovery will require addressing key challenges.
