摘要
中央决定在海南探索建设中国特色自由贸易港是新时代展现中国全面深化对外开放决心的伟大决策,海南建设自由贸易港要对标国际最高标准,学习和吸收国际自由贸易港成熟的经验与制度。在当今全球化的浪潮中,数字服务贸易已经逐渐发展成全球附加值最高的贸易形态之一,尤其是在中国香港、新加坡、迪拜等国际自由贸易港产业结构中,数字经济已成为最为重要的支柱产业。海南建设中国特色自由贸易港应把握数字经济时代全球数字服务贸易的新趋势,以发展数字服务贸易为核心,主动对接全球数字服务贸易的新标准与新规则,打造数字自由贸易港。
The central government’s decision to explore the construction of a free trade port with Chinese characteristics in Hainan is a great decision to show China’s determination to deepen its opening to the outside world.Building a free trade port in Hainan must benchmark the highest standards and learn and absorb the mature experience and system of an international free trade port.In the current wave of globalization,digital service trade has gradually developed one of the world’s highest valueadded trade forms,especially in the industrial structure of international free trade ports such as Hong Kong,Singapore,Dubai,the digital economy has become the most important pillar industry.Building a free trade port with Chinese characteristics in Hainan should grasp the new trend of global digital service trade in the era of digital economy,take the development of digital service trade as the core,and actively connect with the new standards and rules of global digital service trade to build a digital free trade port.
