摘要
为获知中国海绵城市建设项目建设成效,科学合理评价海绵城市试点城市建设现状,从水生态、水环境、水资源、水安全4个方面构建评价指标体系,采用熵权物元分析法建立海绵城市建设绩效评价模型。以鹤壁市为例进行评价,并在评价基础上对鹤壁市海绵城市建设的影响因素进行敏感性分析。结果表明:鹤壁市2016年海绵城市建设绩效水平为良好,但山城区和鹤山区的污水处理工作仍需加强,同时研究发现雨水资源利用率、供水管网漏损控制率、饮用水达标率和污水控制率4个指标敏感性较强。评价方法可供类似区域开展海绵城市建设绩效评价提供参考。
In order to know the construction effect of the sponge city construction project,scientifically and reasonably evaluate the current situation of pilot sponge city construction,this paper constructs an evaluation index system from 4 aspects of water ecology,water environment,water resources and water security,establishes an evaluation model for sponge city construction performance by an entropy weight matter-element analysis method,takes Hebi City as an example for evaluation,and on the basis of the evaluation result,performs a sensitivity analysis of the influencing factors of sponge city construction in Hebi City.The results show that:the performance level of sponge city construction in Hebi City in 2016 is good,but the sewage treatment in Shancheng and Heshan district needs to be strengthened.At the same time,4 sensitive indicators including rainwater resource utilization,water supply network leakage control,drinking water compliance and sewage control rate are obtained.The evaluation method can be used as a reference for evaluating the performance of sponge cities in similar regions.
