基于知识三元组的危化品储罐区火灾情景构建 被引量:18

On the fire scenario construction of the dangerous chemical tank area based on the knowledge triad

摘要 针对危化品储罐区火灾难以预测且发展路径多样的特点,基于"情景-应对"模式比传统基于预案的应急管理更有优势。对知识元理论中的知识三元组理论提出新的见解,在分析危化品储罐区火灾事故情景特征要素构成的基础上,以公共安全情景三角模型为基础,拓展构建了危化品储罐区事故情景三角模型,并以江苏靖江"4·22"危化品储罐区火灾事故为样本案例,利用知识三元组理论和所构建的情景表示模型对事故的关键情景及演变过程进行了表示。 The given paper takes the scenario of the fire and explosion accidents in the storage tank area of hazardous chemicals as the research object. To achieve the purpose,we have,first of all,made a discussion of the current situation of the scenario construction theory available for the fire accident prevention and effective fighting based on the original ternary knowledge group theory in accordance with the object name and category,the attributes and the mapping relationship. While stressing the state attributes of the accident objects in the process of the event,it is necessary to stress that the decisive role should be put on the overall association of the accident site and the evolution of the accident scenario. And,in the above said overall association of the accident site and the evolution of the scenario,the so-called ternary knowledge group should include the following 3 attributes: the basic concept of the accident object;the state attribute and the relationship among the 3 attributes. And,so,we would like to propose the object as a carrier to construct the situation among the said 3 attributes. Secondly,based on the triangle model of the public safety emergencies,the fire scene specialties of the hazardous chemicals storage tank area can further be expanded into the 3 primary particularities,including the disastercausing elements,the disaster-involving bodies and the emergency management actions,in addition to the following 8 secondary specific elements consisting of the disaster-causing object,the attributes of the disaster-causing object,the hazard involving factors,the emergency management action objects,the emergency action available objects,the resource mobilization,the people available on the fire spot and water-tank settings. With the defined time domain and the space domain constraints,it would be possible to build up a fire scenario representation model for hazardous chemicals storage tanks. And,finally,we have taken the April 22 fire accident of hazardous chemicals storage tank area of Jinjiang district,Jiangsu,as a case study sample. In fighting against the fire disaster,4 stages of the accident spread and development based on the established situational representation model were used to be denoted and recorded in accordance with the knowledge triple theory,not merely by the object concept and state attribute of the accident,but by the direct or indirect mapping relationship between the different objects in each scene as well. Through the exemplary scenario construction of the case sample,the ternary knowledge group proves also to be feasible for building up the fire scenario representation model for the hazardous chemical storage tank area.
