摘要
水电作为我国第二大常规能源资源,是技术成熟、运行灵活、清洁低碳的可再生能源,具有防洪、供水、航运、灌溉等综合利用功能。在国家“四个革命、一个合作”能源安全新战略和“创新、协调、绿色、开放、共享”新发展理念指引下的新时期,基于水电开发企业视角,根据水电具有的“水”和“电”的双重属性,从国外经验启示、我国难点问题、企业长远发展等维度深化了对水电的基本认识,从高质量开发后续水电项目、创新性发挥既有水电价值、创造性寻求水电效益增长、高水平推动水电国际合作等方面探索水电发展的未来方向。
As the second conventional energy resource in China,hydropower is a renewable energy that fea⁃tures mature technology,flexible operation,clean and low-carbon,with flood control,water supply,naviga⁃tion,irrigation and other comprehensive utilization functions.This article deepens the basic understanding of hydropower from the dimensions of foreign experience,domestic difficulties,and long-term development of enterprises according to the dual attributes of"water"and"electricity"of hydropower from the perspective of hydropower development enterprises,and explores the future direction of hydropower development from vari⁃ous aspects of high-quality development of follow-up hydropower projects,innovative utilization of existing hy⁃dropower value,creative search for hydropower efficiency growth,and promotion of international cooperation on hydropower at a high level in the new era under the guidance of new energy security strategy of"four revolutions and one cooperation"and new development concept of"innovation,coordination,green,openness and sharing".
