摘要
当前人口老龄化程度日益加重,养老设施的供需矛盾也在不断加剧,老年人面临着身体机能下降、参与度减少、生活保障缺乏等问题.我国为应对人口老龄化,在《十三五规划纲要》中提出了"居家为基础、社区为依托、机构为补充、医养相结合的养老服务体系更加健全"的发展目标,社区作为老年人颐养天年的主要场所,社区内的服务设施的供给水平高低决定了老年人的生活质量.本研究以积极老龄化为基础理论,分析探讨了积极老龄化与社区服务设施微更新的关系.以天津市绮华里社区为主要的样本对象,从老年人的基本行为需求、老年人设施配置特征以及老年人社区服务设施使用满意度这三个层面着手,研究积极老龄化视角下的社区服务设施的微更新对策;并提出为积极老龄化创造环境,完善社区服务设施,加强养老设施供给能力,加强文体设施和志愿者设施的供给能力以及增加社区服务设施适老化设计的对策.
At present,the aggravating trend of the aging population becomes more and more obvious,and the contradiction between its supply and demand of pension facilities also increases.The elderly are facing the problems of physical function decline,participation reduction,lack of life security and so on.In order to cope with the problem of the aging population,China has put forward the development goal of"a more complete elderly care service system based on home,community,institution and medical support"in the 13 th Five-year Plan Outline.As the main place for the elderly to enjoy their lives,the level of service facilities in their community determines the quality of theirs.Based on the theory of active aging,this study analyzes and discusses the relationship between active aging and micro renewal of community service facilities,and takes Qihuali Community of Tianjin as the main sample object,from the basic behavior needs of the elderly to the characteristics of facilities configuration of the elderly and the satisfaction of the elderly community service facilities uses.The micro renewal strategies of community service facilities are put forward to create an environment for active aging,to improve community service facilities,to strengthen the supply capacity of pension facilities,to strengthen the supply capacity of cultural and sports facilities and volunteer facilities and the aging design strategies of community service facilities.
