摘要
人工智能在医学领域的多元化应用可以极大提高作为我国分级诊疗系统的“医疗入口”的基层医疗卫生机构的服务能力。目前,我国人工智能在医学应用过程中仍存在可及性和可负担性、使用安全性、决策公平性、医疗责任划分及个人隐私保护多个方面的伦理问题。通过探讨我国人工智能在基层医疗领域发展的伦理局限,从政策、社会和个人多个角度出发,在人工智能如何实现资源的公平分配、规范使用、和谐人工智能与人类关系、责任归属、加强隐私保护力度等方面提出建设性意见,以期能够促进人工智能在中国医疗卫生服务体系中的应用和发展。
The multiple application of artificial intelligence in the medical field can greatly improve the service ability of primary medical and health institutions as the“medical entrance”of China’s hierarchical diagnosis and treatment system.Currently,there are many ethical problems in the process of medical application of artificial intelligence in China,such as accessibility,affordability,security of utilize,fairness of decision making,division of medical responsibility and protection of personal privacy.This paper discusses the ethical limitations of the development of artificial intelligence in primary medical field in China,and proposes constructive suggestions from the perspectives of policy,society and individuals in terms of ways to realize the fair distribution,standardized use,harmonious relationship between artificial intelligence and human beings,responsibility attribution and strengthening the protection of privacy in order to promote the application and development of artificial intelligence in Chinese medical and health service system.
