基于质性文本分析视角的开放科学数据与个人数据保护的政策协同研究——以国外资助机构为例被引量：22

Research on Policy Synergy of Open Research Data and Personal Data Protection from the Perspective of Qualitative Text Analysis:A Case Study of Foreign Funding Agencies

摘要 [目的/意义]针对国外资助机构进行科学数据开放政策与个人数据保护政策两类政策群之间的政策协同评估,以期从质性文本分析的研究视角为国内资助机构制定与完善科学数据开放政策提出政策建议。[方法/过程]文章首先从科学数据开放政策和个人数据保护政策两类政策群中分别选取目标政策,其次通过质性文本分析法针对目标政策构建两类政策群之间政策协同观测的政策文本分析类目体系,然后针对国外资助机构发布的开放科学数据目标政策进行两类政策群之间的政策协同评估,最后依据政策协同评估结果针对国内资助机构制定与完善科学数据开放政策提出政策建议。[结果/结论]应参考与借鉴国外资助机构制定的科学数据开放政策中的个人数据保护相关政策内容,对国内资助机构制定的科学数据开放政策依据新出台的个人数据保护法做出相应的调整与完善。 [Purpose/significance]This paper conducted policy synergy assessment for the two policy groups of open scientific data policy and personal data protection policy for foreign funding agencies,in order to make policy suggestions for the formulation and improvement of the open scientific data policies for domestic funding agencies from the research perspective of qualitative text analysis.[Method/process]This paper firstly selected the target policies from the two policy groups of open scientific data policy and personal data protection policy,secondly constructed the policy text analysis coding system of policy synergy observation between the two types of policy groups through the qualitative text analysis method,then conducted policy synergy assessment for the two types of policy groups for the target policies issued by foreign funding agencies,and finally made policy suggestions for the formulation and improvement of the open scientific data polices for domestic funding agencies according to the results of above policy synergy assessment.[Result/conclusion]Based on the references of relevant policy contents of personal data protection in the open scientific data policies formulated by foreign funding agencies,it was suggested to adjust and improve the open scientific data policies formulated by domestic funding agencies according to the newly introduced personal data protection laws.
