摘要
[目的/意义]信息是国家治理的基础,是政府科学决策、有效执行的前提条件。国家通过各种方式,获取全面、准确的治理信息,推动社会事实的清晰化,进而实现国家治理现代化。[方法/过程]通过建构"信息汲取—信息处理—信息应用"的信息治理分析框架,以厘清国家治理背后的信息逻辑。[结果/结论]通过认证体系的建立完善,国家的信息汲取能力不断提升,可以获得大量的静态、动态治理信息。由于人类的有限理性以及注意力的稀缺性,大量的治理信息必须通过筛选、整合、加工等程序才能够转化成为与治理主体注意力相匹配的有效信息,才能够发挥最大的治理效用。经过处理的治理信息可以帮助国家实现更精准的服务提供,以及通过信息管制工具为国家实现更有效的管制奠定基础。国家治理的信息逻辑,就是要从作为国家治理基础的"治理信息"走向实现国家治理现代化的"信息治理"。
[Purpose/significance]Information is the foundation of national governance and a prerequisite for the government’s scientific decision-making and effective implementation.Through various means,the state obtains comprehensive and accurate governance information,promotes the clarity of social facts,and realizes the modernization of state governance.[Method/process]By constructing an information governance analysis framework of"information extraction-information processing-information application"to clarify the information logic behind national governance.[Result/conclusion]Through the establishment of the certification system,the country’s information acquisition capability is continuously improved,and a large amount of static and dynamic governance information can be obtained.Due to the limited rationality of human beings and the scarcity of attention,a large amount of governance information must be transformed into effective information that matches the attention of the governance subject through screening,integration,processing,etc.,in order to maximize the effectiveness of governance.Processed governance information can help countries achieve more accurate service delivery and lay the foundation for more effective regulation of the state through information control tools.The information logic of national governance is to move from"governance information",which is the basis of state governance,to"information governance"to realize the modernization of state governance.
