摘要
为有效应对新冠肺炎疫情对长江航运带来的冲击,从客货运输市场、外贸出口、运输价格、港口物流系统等多个层面分析了新冠肺炎疫情对长江航运产生的影响,并研判了影响发展趋势。参照国内外突发公共卫生事件对区域经济及交通运输的影响,研究认为新冠肺炎疫情对长江航运的影响总体可控且具有阶段性、短期性,但对不同运输市场、不同区域的影响深度不尽相同。其中,对散货运输市场的影响主要集中在第一季度,对集装箱运输市场的影响将至少延续至第二季度,对载货汽车滚装运输市场的影响将持续到7月,对旅游客运市场的影响将持续1~2年。在此基础上,从推动政策落地落实、出台专项支持政策、加强应急保障能力、创新政务服务举措、加快智慧航运建设等方面提出应对疫情影响的对策建议。研究可为相关方面了解疫情影响下长江航运发展态势,推动长江航运恢复发展提供参考。
In order to effectively respond to the impacts of the Corona Virus Disease2019(COVID-19)on shipping in Yangtze River,the influences are analyzed from the aspects of passenger and cargo transport markets,foreign trade export,transportation price,port logistics system,etc.,and the developing trend of the influences is studied. Referring to the impacts of domestic and international public health emergencies on regional economy and transportation,this study concluded that the overall impacts of COVID-19 on Yangtze River shipping is controllable,stage-specific,and short-term,but the depth of impacts on different transport markets and regions varies. Among them,the impacts on the bulk transport market is mainly concentrated in the first quarter,the impacts on the container transport market will continue at least until the second quarter,the impacts on the ro-ro cargo ship transport market of will continue until July,and the impacts on the tourist passenger transport market will last for1 to2 years. On this basis,countermeasures and suggestions to deal with the impacts of the epidemic are proposed in terms of promoting the implementation of policies,issuing special support policies,improving emergency response,innovating government service initiatives,and accelerating the construction of smart shipping. The study can provide reference for the relevant parties to understand the development trend and to promote the recovery of Yangtze River shipping under the impacts of COVID-19.
