摘要
贫困治理场域中如何探索扶志与扶智的有效范式,调动个体参与的积极性,历来是农村贫困治理的关键议题和实践难题。本文选取网络自媒体平台上具有典型性的样本作为案例分析对象,对网络自媒体赋能语境下个体参与农村贫困治理的动因、方式与成效的案例进行系统性考察和解读,并将赋能场域、个体行为与治理变迁进行结构性厘析。研究表明,自媒体技术赋能改变了政府"层级动员"的习惯性行动逻辑,个体的示范功能被凸现出来。个体通过自媒体技术赋能的方式实现了对当地村庄脱贫治理中的"双重身份",并推动了自我阶层流动与地方再造的目标实现;非制度性参与的魅力型权威与话语进一步增强了村庄对社会资本的吸纳能力,以及村民对非制度性精英参与贫困治理的信任基础。基于以上动因和方式,技术赋能与资源禀赋共同推动了个体兴奋向群体兴奋的横向迁移,在贫困治理中有显著效用。然而,由此引发的权威行为对以"公权力"为中心的治理规则会有一定影响,并可能导致市场关系取代农村原本互惠关系,由此带来的法律道德层面的潜在风险亦需要防范和调适。
How to explore the effective paradigm of supporting the will and wisdom,and mobilize the enthusiasm of individual participation in the field of poverty governance have always been the key issues and practical problem of rural poverty governance.Taking the typical samples on the network self-media platform as the case analysis object.The research has made a systematic investigation and interpretation of the cases of individual participation in rural poverty governance in the context of network self-Media empowerment.It has made a structural analysis of empowerment field,individual behavior and governance change.The paper found that self-media empowering has changed the habitual action logic of government"level mobilization",and individual demonstration function has been shown.Through the self-media technology,the individual realizes the"dual identity"in the governance of poverty alleviation in the local villages,which promotes the realization of the goal of self class mobility and local reconstruction.The charismatic authority and discourse of non institutional participation further strengthen the ability of villages to absorb social capital and the trust foundation of villagers to the non institutional elites to participate in poverty governance.Based on the reality of the above-mentioned motivations and ways,technology endowments and resource endowments jointly promote the lateral transfer of individual excitement to group excitement.The resulting authority behavior has a certain impact on the governance rules centered on"public power".And the original reciprocal relationship in rural areas eventually will be replaced by the market relationship.The potential risks at the legal and moral level deserve further consideration.
