摘要
京津冀生态环境治理与保护是京津冀协同发展国家战略中应重点突破的领域之一。2014年至今,三省市区域环境改善显著,但在协同治理层面仍存在较大问题,包括域内污染流转不公、协同治理配合不力、跨界污染现象严重以及发展水平与污染治理水平不同步等。通过分析长江三角洲和珠江三角洲环境协同治理经验,从整体政策与制度层面、协同与落实情况层面进行对比,寻找京津冀环境协同治理法律模式存在问题的成因并尝试提出应对之策。
It is quite clear that Beijing-Tianjin-Hebei ecological environment governance and protection is one of the key breakthrough areas in the Beijing-Tianjin-Hebei coordinated development national strategy.Since 2014,the regional environment of the three provinces and cities has improved significantly.However,there are some problems at the level of coordinated governance,including unfair pollution transfers within the region,poor coordination and coordination,serious cross-border pollution,and asynchronous development levels and pollution control levels.By analyzing the experience of the Yangtze River Delta and the Pearl River Delta's environmental collaborative governance,it is necessary to compare the overall policy and institutional level,and the level of coordination and implementation.The purpose is to find out the causes of the problems in the legal model of Beijing-Tianjin-Hebei environmental collaborative governance and try to propose countermeasures.
