摘要
基于浙江山区369户农户的调研数据,采用描述性统计方法分析农户非农就业及林地转出决策行为状况,并采用计量经济方法分析农户非农就业对林地转出决策行为的影响。研究发现:(1)样本地区农户非农就业水平较高,但非农就业稳定性程度不高,非农就业距离较近。农户非农就业时间比例均值达66.45%;有劳动力从事非农就业的农户非农就业平均年数均值为10.77年,固定工资收入者比例均值为30.54%,非农就业平均距离均值为57.25千米。(2)农户林地转出意愿不强,愿意转出林地的规模较小;愿意转出林地的农户占总样本农户的30.89%,愿意转出林地的农户户均愿意转出林地面积1.37公顷。(3)非农就业水平、非农就业稳定性及非农就业距离均对农户是否愿意转出林地及愿意转出林地规模具有显著的正向影响。据此,提出加强农村劳动力培训、提升农村劳动力素质,创造农民进入城市就业的条件、增强非农就业稳定性的建议。
Based on the survey data of farmers in the mountainous areas of Zhejiang Province,the paper analyzed the situation of farmers’off-farming employment and decision-making behavior of the transfer out of the forestland with descriptive statistical analysis and the influence of farmers’off-farming employment on the decision-making behavior of the forestland transfer out with econometric methods.The results show that:(1)Farmers in sample areas enjoy a high level of off-farming employment with relatively low stability and close proximity.On average,farmers spend 66.45%of their time on off-farming employment,totaling 10.77 years for each farm household with labor force.The average proportion of fixed wage earners is 30.54%,the average distance between off-farming employment and farmers’home is 57.25 km.(2)Farmers’willingness to transferforestland out is not strong and the scale of forestland which farmers are willing to transfer out is small with the proportion reaching 30.89%and the average area 1.37 hm^2 per household.(3)The level,stability and proximity of off-farming employment have a significant positive impact on farmers’willingness and the scale of forestland they are willing to transfer out.On this basis,suggestions were put forward including strengthening the training and improving the qualityof rural labor force,creating the conditions for farmers to seek urban employment,and enhancing the stability of off-farming employment.
