摘要
为避免掉入现代化进程中的乡村衰落陷阱,党的十九大提出实施乡村振兴战略,并发出了总体要求和总体部署方向。具体到地方政府,乡村振兴具体如何规划设计和落地实施成为一个重大课题,目前相关研究相对缺乏。由于县域是行政区划的基础单位,政策落实的核心主体,本文尝试性地提出了通过数字县域建设来支撑基层乡村振兴的观点,并对相关概念进行了阐述,通过逻辑推演,构建了逻辑框架。与此同时,基于该框架,提出了相应的政策建议。
In order to avoid falling into the trap of rural decline in the process of modernization,the Nineteenth National Congress of the Communist Party of China put forward the strategy of rural revitalization,and issued the general requirements and directions for its overall plan.Specific to the local government,how to plan,design and implement rural revitalization has become a major issue,there is a relative lack of relevant research at present.Because county is the basic unit of administrative division,the core subject of policy implementation,the paper tentatively puts forward the viewpoint of supporting the revitalization of grass-roots villages through the construction of digital counties,and expounds the related concepts,through theoretical deduction,the logical framework is constructed.At the same time,based on the framework,the corresponding policy suggestions are put forward.
