摘要
指出了网格化生态环境监管是党中央、国务院关于生态环境保护工作的一项重要部署,自2014年开始,威海市积极探索推进网格化环境监管工作,建立了从地级市到镇街、再到村居逐级的网格化环境监管体系,增强了环境监管的主动性。但是网格化环境监管体系也存在着基层环保网格监管执行能力不足和基层网格监管力量薄弱等问题。针对出现的问题,提出了建立长期有效的环境网格化监管机构、进一步优化网格化环境监管平台等建议。
Gridding environmental supervision system is an important deployment of the Party Central Committee and the State Council on environmental protection in China.Since 2014,grid environmental supervision has been actively explored and promoted in Weihai city,establishing a prefecture-level city to town street,and then to the grid-level environmental supervision system in villages,which enhances the initiative of environmental supervision.While some problems are still existing,such as the deficiency of daily environmental regulatory enforcement capability and weak of primary regulation etc.Some proposals are also put forward in the present study,such as establishing a long-term and effective environmental gridding regulatory agency and further optimizing the gridding environmental regulatory platforms,etc.
