摘要
指出了2018年武汉市启动了全市生活垃圾分类制度的试点推进,通过分三步走来逐步实现全面分类,至今时间任务过半,取得了一些成效,但也暴露出一些问题。分析了武汉市推行生活垃圾分类制度存在对垃圾分类相关的认识不太明确、垃圾分类制度的相关机制不太健全、垃圾分类设施建设项目结构不太合理3个主要问题,提出了建议武汉市采取提高垃圾分类制度的认识水平、健全垃圾分类制度的配套机制、加快垃圾分类设施建设和调整三项对策。以促使提高政府垃圾分类的城市管理和社会治理能力,实现城市管理从粗放化走向精细化。
In 2018,Wuhan launched the pilot promotion of the municipal domestic garbage classification systems,and gradually realized the comprehensive classification through three steps.So far,the task is more than half,and some achievements have been achieved,but some problems have also been exposed.It is found that there are three main problems in the implementation of domestic garbage classification systems in Wuhan.The implementation of the domestic garbage classification systems in Wuhan City is not clear about the classification of garbage;the related mechanism of the garbage classification systems is not perfect,and the construction structure of the garbage classification facility is not reasonable.According to these problems,it is suggested that Wuhan adopts three countermeasures:improving the recognition level of garbage classification systems,improving the supporting mechanism of garbage classification systems,and speeding up the construction and adjustment of garbage classification facilities.It is imperative to carry out in-depth research on garbage classification systems so as to improve the ability of urban management and social governance of government garbage classification and realize the transformation of urban management from extensive to refined.
