摘要
目的从信源—信道—信宿的信息传递过程分析新型冠状病毒疫情前期发展历程中重要事件的问题和原因,为实现“提前预警、坚决控制、最好扼杀”新发传染病疫情目标和潜在发生的新发传染病预防控制工作提供经验支撑和理论指引。方法从信息传递过程视角,对新型冠状病毒疫情前期发展历程进行案例分析。结果案例研究发现:①政府通报“武汉COVID-19人传人现象”信息滞后;②疫情专家团队提出的“武汉COVID-19诊断标准过高、修改标准周期过长”;③临床医务人员专业言论被当作谣言进行训诫,直接导致新冠病毒疫情信息源被破坏、社会大众缺乏新冠病毒疫情的防范意识。导致抗击新型冠状病毒疫情丢失黄金“12天”,错过将疫情扼杀在萌芽阶段的时机。结论基于“提前预防、坚决控制、最好扼杀”的新发传染病目标,从危机管理思想-信息传递过程(信源、信道、信宿)为有关政府部门提供完善新发传染病信息沟通机制的建议,为更好把握新型冠状病毒疫情防控工作提供指引,为完善中国疾病预防控制体系提供启示。
Objective To analyze the important events and their causes in the early stage of the development of the novel coronavirus disease(COVID-19),and to provide experience support and theoretical guidance for the implementation of the strategy of“early warning,resolute control,best eradication”of COVID-19 and for the potential new infectious disease prevention and control.Methods The process of the COVID-19 epidemic was analyzed from the perspective of information transmission process.Results The case study found that:(1)the government was tardy in reporting the information of“Wuhan COVID-19 human transmission phenomenon”;(2)the“Wuhan COVID-19 diagnostic standard,put forward by the epidemic expert team,was too high and the standard modification cycle,put forward by them,was too long”;(3)the professional judgement of clinical medical staff was regarded as a rumor for admonition,which directly led to the destruction of the information source of the COVID-19 epidemic and the lack of prevention awareness among the public.The golden“12 days”to fight COVID-19 were lost,and the opportunity to nip the epidemic in the bud was missed.Conclusion The new infectious disease control targets are based on the idea of“early prevention,resolute control and best eradication”.Suggestions on improving the new infectious disease information communication mechanism from the perspective of crisis management thought information transmission process(source,channel,and sink)are provided for the relevant government departments to provide guidance for better control of the COVID-19 epidemic and provide reference for improving China’s disease prevention and control system.
