城市饮用水水源风险识别与规划管控对策研究 被引量:13

摘要 随着我国经济社会的快速发展和人口规模的持续增长,各类工业、生活和面源污染以及日益增多的突发性水污染事件对城市饮用水水源安全构成了极大的威胁。以常州市长江饮用水水源为例,从规划的视角提出城市饮用水水源污染风险的应对策略,包括开展水源安全评估,系统分析识别水源存在的风险和问题;规划建设应急水源和备用水源,提高城市供水安全保障水平和供水保证率;以及加强水源污染风险管控,在城市规划中协调城市空间布局与水资源保护利用。 With the rapid economic and social development of our country and the continuous growth of the population size,various types of industrial,domestic and non-point source pollution,as well as the increasing number of sudden water pollution incidents,pose a great threat to the safety of urban drinking water source.Taking Yangtze River water source of Changzhou as an example,the article proposes strategies for coping with the risks of urban drinking water pollution from a planning perspective,including conducting water safety assessments,to analysis and identify risks and problems existing in water sources systematically;emergency water resource and alternate water resource should be planned and constructed the level of water supply security and water supply guarantee rate;as well as strengthening water pollution risk management and control at the planning level,to coordinate urban spatial layout and water resources protection and utilization in urban planning.
