摘要
随着科技体制机制改革进入深水区,以项目评审、人才评价、机构评估(科技"三评")为主要内容的科技评价被上升到推动国家创新驱动发展战略的高度。对实施创新驱动发展战略而言,科技评价制度就是风向标和指挥棒。如何树立正确的科技评价风向标和用好科技评价指挥棒,关系到创新驱动发展战略的深入推进和有效实施。文章结合"三评"改革的探索实践开展科技"三评"改革研究,在深入研究分析科技"三评"改革的现状、存在问题的基础上,提出进一步深化"三评"改革的对策建议,为构建科学、规范、高效、诚信的科技评价体系,加快推创新驱动发展战略实施提供对策建议和决策参考。
