Under the difficult employment situation of COVID-19, improving the employment competency of college students has become a top priority. This paper deconstructs and integrates the elements of college students’ competency by using KPI theory, and reconstructs the model scale of college students’ employment competency. The scale divides employment competence into five first-level key indicators and 32 second-level key indicators, including personality traits, professional emotions, relationship management, professional ability and selfimprovement, and defines three-level key indicators according to the definition. The Likert 5-point scoring method was used on the scale, so the scale has good reliability and validity, and can be used to measure college students’ employment competence. The statistical results show that the five first-level indicators have a positive and significant effect on job performance;individuality traits have the greatest positive effect on job performance.According to the statistical results, this paper proposes strategies for improving the employment ability of college students from four levels: government, universities, enterprises and students. The government builds a collaborative linkage mechanism for employment;colleges and universities improve the talent training system;school-enterprise cooperation and dual education;students develop personality traits.
