摘要
目的:了解河南省疾病预防控制系统人才培训的现状,调查河南省不同岗位疾控人员的培训需求,评价河南省疾病预防控制人才培养计划的项目效果,探究提升培训效果的最优路径,为相关政策的完善提供理论参考。方法:采取分层随机抽样法,根据不同经济发展水平抽取郑州、洛阳、鹤壁、新乡、信阳、商丘六个样本地区参加培训的学员(N=924)。根据工作岗位将学员分为技术岗和管理岗两类。对学员及其主管领导进行关于人才培养效果评估的网络问卷调查,并收集评价相关资料进行统计分析。采用关键人物评估法,为每一位受训者匹配一名所在单位的领导,向受训者的领导了解其培训后的改变。结果:学员对培训整体满意度达98.3%,83.9%的学员认为培训达到了预期期待,89.2%的学员愿意下次继续参加培训。管理岗学员相对技术岗对培训安排的满意度更高,技术岗学员相对管理岗实际培训效果更好。结论:河南省针对疾控人才的培训活动收到了较好效果,学员的知识水平和能力得到全面提高,培训后学员对本单位的工作有较显著的促进作用。建议进一步提高管理岗学员的培训效果,改善技术岗学员的培训环境。
Objective To explore the status and demand of talents training in Disease Prevention and Control System in Henan Province,evaluate the effect of training program,and provide theoretical references for the improvement of relevant policies.Methods A stratified random sampling method was adopted to select trainees from six sample areas of Henan,according to its different economic development levels,who were divided into technical posts and management posts.The trainees and their supervisors were surveyed with online questionnaires.Each trainee was matched with one leader,who was surveyed with key person assessment method.Results The trainees’overall satisfaction reached 98.3%,83.9%of which believed that the training met their expectations,and 89.2%were willing to participate in the next training.Trainees on the management posts had higher satisfaction on the training arrangements,while trainees on the technical posts had better training results.Conclusion The training on Disease Prevention and Control System in Henan Province had obtained good results,which improved the trainees’knowledge and ability.It is suggested to further improve the training effect of management post trainees and improve the training environment for technical post trainees.
