摘要
目的:构建科学合理的山东省县级综合医院绩效考核评价体系,进一步落实县级综合医院功能定位,助力分级诊疗制度建设。方法:以文献研究为基础,综合应用专家咨询法、层次分析法(AHP)确定指标构成和权重,并采用TOPSIS法对参评医院的整体实力进行评价。结果:构建了多层次的山东省县级综合医院绩效考核评价体系,包含4项一级指标,10项二级指标,28项三级指标。结论:运用该指标体系对山东省122所县级综合医院进行评价,指标的科学性和适用性方面反馈良好,对县级综合医院绩效管理参考与评价有导向作用。
Objective:To construct a scientific and reasonable performance evaluation and evaluation system for county-level general hospitals in Shandong Province,further implement the functional positioning of county-level general hospitals,so as to build a hierarchical diagnosis and treatment system.Methods:Based on literature research,the expert consultation method and analytic hierarchy process(AHP) are used to determine the composition and weight of the indicators.The TOPSIS method is used to evaluate the overall strength of the participating hospitals.Results:A multi-level performance evaluation system for county-level general hospitals in Shandong Province is constructed,including 4 first-level indicators,10 second-level indicators,and 28 third-level indicators.Conclusion:This index system is used to evaluate 122 county-level general hospitals in Shandong Province.The scientific and applicability of the indicators are well-reported,which has a guiding effect on the performance management reference and evaluation of county-level general hospitals.
