摘要
社会治理概念的内涵与外延需要在国家、政府与社会的现实关系中来理解,在国家治理、政府治理和社会治理的生动实践中来解释。学界现有的融合论、包含论、交差论、独立论等观点为更为准确界定社会治理的概念提供了丰富的理论资源。社会治理包含"自治"和"他治"两个维度,社会治理要通过有效的"他治"来培育"自治",核心社会治理是政府对社会的治理。
The connotation and extension of the concept of social governance need to be understood in the realistic relationships among the state,government and society,and to be explained in the vivid practice of state governance,government governance and social governance.The fusion theory,the inclusion theory,the intersection-difference theory and the independence theory provide abundant theoretical resources for defining the concept of social governance more accurately.Social governance includes two dimensions of "selfgovernance" and "other-governance".Social governance should cultivate "self-governance" through effective "other-governance",and the core social governance is the government’s governance of the society.
