摘要
近年来,在一些地区开展了以村民自治的治理单元调整为突破口的实践探索。这些探索引起了学界的高度关注,也引发了学界持续的争论。通过对既有的实践探索和理论争论的梳理和总结,笔者认为村民自治的治理单元,仍将以行政村作为基本单元,但其在类型上、层次上、抑或形式上会从单一化走向多样化。治理单元的调整,应遵循以"因地制宜"为原则,以"治理有效"为标准,以"自治落地"为目的,在坚持以"行政村"为基本治理单元的前提下,构建类型多样、层次分明和形式丰富的村民自治治理单元体系。
In recent years and in some areas,some explorations of practice have been carried out using the adjustment of villagers self-governance unit as a breach.These explorations have drew great attention from the academic community and triggered continuous debates in the academic community.Through carding and summarizing the existing explorations of practice and theoretical debates,the author believes that the administrative village unit will still be the basic unit of the villagers self-governance,but it will change from simplification to diversification in types,levels or forms.In the purpose of constructing a system of villager self-governance units with various types,distinct levels and rich forms,the adjustment of the governance unit should follow the principle of "adapting to local conditions",take "effective governance" as the standard,take "autonomous landing" as the goal and insist on the premise that "administrative village" is the basic governance unit.
