摘要
2000年以来,中共中央和国务院先后出台17份聚焦"农业、农村、农民"工作的中央1号文件,表明党和政府对"三农"问题的高度重视。"三农"问题的核心是农民收入问题。在中国的长期实践中,财政性农村公共服务投入与农民收入之间是否存在或者具有怎样的长期均衡关系?在收集和整理全国1998-2018年相关时间序列数据的基础上,建立计量模型,考察政府对农村财政性公共服务投入与农民收入变动之间的关系。计量结果显示,政府对农村生产发展的直接财政投入对农民增收具有显著的正效应。政府对农村义务教育的财政投入对农民增收具有正效应,但时滞性较强。值得注意的是,政府对农村医疗卫生的财政投入与农民收入之间呈现出一定的负相关关系。在一定程度上说明在过去20年间,农村基本卫生公共服务体系建设虽然取得明显成就,有效对冲了重大疾病对农民收入稳定增长的不利影响,但仍需进一步完善。
Since 2000,the CPC Central Committee and the State Council have successively issued 17 Central Document No. 1 focusing on the work of " agriculture,rural areas and farmers",which fully shows that the ruling party and the government attach great importance to the " three rural" issues. The core of the " three rural issues" is the issue of farmers’ income. In China’s long-term practice,is there,or is there a long-term equilibrium relationship between financial rural public service input and farmers’ income? Around this central issue,the government’s financial public service investment in rural areas is divided into three major items: direct financial investment in rural production development,financial investment in rural compulsory education,and financial investment in rural health care. The relevant time series data from 1998 to 2018 are collected and collated,and a measurement model is established to examine the relationship between the government’s financial public service investment in rural areas and the changes in farmers’ income. The results of econometric analysis show that the government’s direct financial investment in the development of rural production has a significant positive effect on farmers’ income. The government’s financial investment in rural compulsory education has a positive effect on farmers’ income,but it has a strong time lag. The measurement results show that there is a certain negative correlation between the government’s financial investment in rural health care and farmers’ income. To a certain extent,it shows that in the past 20 years,although the construction of the rural basic health public service system has made obvious achievements and effectively counteracted the adverse effects of major diseases on the stable growth of farmers’ income,it still needs to be further improved.
