摘要
和谐良好的食品安全管理体系是有效防范食品安全风险,促进食品工业的健康发展的重要保障,这一保障功能尚未有效实现。从消费者、生产者和政府3个主体角度分析中国食品安全管理的基本现状,与中国食品安全问题现状进行关联性分析。由此,理清食品安全管理体系功能发挥不足的抑制性因素:消费结构多元化、产业基础的薄弱、全球产业链协同。进而,从法规和制度设计、共建共治共享的管理模式建设及社会信用评价体系建设3个角度提出政策建议。
A harmonious and good food safety management system is an important guarantee to effectively prevent food safety risks and promote the healthy development of the food industry.At present,this guarantee function has not been effectively realized.The basic status of food safety management in China from the perspective of consumers,producers and the government was analyzed,and a correlation analysis with the current situation of food safety problems in China was made.Therefore,it is necessary to clarify the restraining factors for the insufficient function of food safety management system:diversified consumption structure,weak industrial foundation,and global industrial chain coordination.Furthermore,policy suggestions are put forward from three aspects:the design of laws and regulations,the construction of management mode of governance and sharing,and the construction of social credit evaluation system.
