摘要
通过湖南省419户稻作大户的微观调查,分析湖南省稻作大户的空间分布特征,并利用分位数回归方法,研究农业支持保护补贴对稻作大户投入行为的影响。结果表明:①湖南省稻作大户的空间分布与耕地面积大小基本成正比,但也存在异常值。②农业支持保护补贴对稻作大户的物质资本投入行为具有正向激励。③在资源禀赋差异视角下,适度规模经营补贴更能激励年轻农户的农业生产投入,且教育水平越高,农业支持保护补贴正向作用越大。④在经营规模差异视角下,适度规模经营补贴对中等规模的稻作大户正向激励作用最强。最后,从引导稻作大户实现由增产型要素投入向绿色、生态、有机型要素投入转变、加强稻作大户教育和技能培训以及坚持适度规模经营等方面提出政策启示,为提高补贴效能提供参考依据。
Based on the microscopic survey of 419 large-area rice farmers in Hunan Province,this paper analyzes their spatial distribution characteristics and studies the impact of agricultural support and protection subsidies on the investment behavior of large-area rice farmers using quantile regression method.The results show that:Firstly,the spatial distribution of rice-growing households in Hunan Province is basically proportional to the size of cultivated land,but there also has abnormal values.Secondly,agricultural support and protection subsidies have positive incentives for the material capital investment behavior of large-area rice farmers.Thirdly,from the perspective of resource endowment differences,moderate subsidy can better stimulate the agricultural production input of young farmers;the higher the education level of large-area rice farmers,the greater the positive role of agricultural support and protection subsidy.Fourthly,from the perspective of business scale difference,moderate subsidy has the strongest positive incentive effect on farmers who have medium-scale rice plantation.It puts forward some proposals that are the transformation of factor input(from increasing production to green,ecological and organic production),strengthening education and skills training for large-area rice farmers,and adhering to moderate scale operation to prevent one-sided pursuit of scale operation.
