摘要
在开放大学地方学院转型发展过程中,各分校在当地政府制定的资源配置下开展系统化办学。但因地方财政供给不足、系统办学模式不清晰、管理制度僵化等原因,出现了绩效导向不明显、人力资源结构不合理、工作效率低等现象,严重阻碍了地方学院转型发展。本文结合地方学院自身架构特点,对重新构建奖励性绩效工资制度的可行性进行了分析,以调整绩效导向为手段,旨在提高地方学院教师的胜任力,为地方学院转型发展提供助力。
In the process of transformation and development of local colleges of open universities,all branches carry out systematic school running under the resource allocation formulated by the local government.Due to the lack of local financial supply,unclear mode of systematic school running,rigid management system and other reasons,there are such phenomena as unclear performance orientation,unreasonable human resource structure and low working efficiency,which seriously hinder the transformation and development of local colleges.This paper analyzes the feasibility of reconstructing the incentive performance salary system based on the characteristics of the local college's own structure.By adjusting the performance orientation,it aims to improve the competency of local college teachers and provide assistance for the transformation and development of local colleges.
