摘要
基于2008-2016年中国228个地市的研究数据,分别采用动态面板空间、动态面板门槛等计量方法,本文实证检验了绿色技术创新对雾霾影响的理论假说。研究发现,本地和邻近地区绿色技术创新对于本地雾霾污染存在显著的抑制作用。而且,绿色技术创新对雾霾的影响存在门槛效应:当地区环境规制水平、研发投入水平和市场化程度比较高时,绿色技术创新对雾霾污染的抑制作用比较显著。拓展性研究发现,"十八大"以后绿色技术创新治霾效果凸显,重点城市绿色技术创新对雾霾污染的抑制作用更加显著。因此,地方政府要结合地区实际和雾霾污染的空间分布特征,构建更加全面高效的雾霾污染治理体制机制,加大绿色科技研发投入力度,提升绿色技术创新的治霾成效。
Based on the research data of 228 cities in China from 2008 to 2016, this paper uses empirical methods such as dynamic panel space measurement estimation and dynamic panel threshold estimation to empirically test the theoretical hypothesis of the impact of regional green technology innovation on smog pollution. The study found that the improvement of local and neighboring areas green technology innovation did significantly inhibit local smog pollution. Moreover, the impact of green technology innovation on smog pollution has threshold effects: when the level of regional environmental regulations, R&D investment, and marketization are relatively high, the impact of green technology innovation on smog pollution is more significant. The expansion analysis found that after the 18 th CPC National Congress, the effect of green technology innovation in smog control has been prominent, and green technology innovation in key cities has a more significant suppression effect on smog pollution. Therefore, local governments should combine the actual conditions and spatial characteristics of smog pollution to build a more comprehensive and efficient smog pollution control system, increase investment in green technology research and development, and improve the effectiveness of green technology innovation in smog pollution control.
