摘要
为了防控新冠肺炎疫情,针对疫情采取的人员禁止流动、交通运输管控、企业停工以及港口停止作业等措施对中国饲料及养殖业造成了巨大的影响。农业农村部饲料分析师团队针对企业以及养殖户发放了调研问卷,调研数据显示,国内饲料原料供应不畅、原料价格大幅上涨,区域间供给不均衡,造成饲料企业开工不足,产量下降。养殖方面,由于饲料难以获得,产品价格上涨,导致养殖户亏损严重,部分养殖户后续经营困难。基于此,建议搭建饲料企业直报系统,加强市场监测,建全饲料安全储备,鼓励饲料多元发展,制定饲料应急预案,完善饲料生产和运输卫生防疫制度。
In response to the COVID-19 epidemic,several measures were taken,such as preventing the movement of personnel,control of transportation,shutdown of enterprises and port operations,which caused huge impact on the feed and breeding industry in China.The feed analyst team of the MOA issued a survey questionnaire for enterprises and farmers.According to the survey,the supply of domestic feed raw materials was not smooth,the price of raw materials rose sharply,and the transportation between regions was blocked,resulting in the decline of feed production.In the aspect of breeding,due to the lack of feed and the rising feed price,the farmers suffered serious losses and some farmers were difficult to follow up.It was suggested that it is necessary to build a feed enterprise data reporting system,strengthen market monitoring,meanwhile complete feed safety reserve,encourage feed diversity,and improve health and epidemic prevention system during feed production and transportation.
