摘要
随着社会经济水平的提高、国家治理体系和治理能力现代化进程的加快,城市农村社区历经改革开放40多年的洗礼,它的存在形态及发展空间均发生了翻天覆地的变化。近5年来成都市蝉联新一线城市榜首,并作为全国基层社会治理创新实践的典范,农村社区治理在主体参与积极性、公共服务质量提升、治理模式创新、社区居民获得感上效果明显,但依然存在主体职能失衡、管理机制失范、资源配置失调、环境支撑式微等问题。基于此,新一线城市的农村社区治理不容小觑,必须明晰责权,重构职能体系,创新方法,规范运行机制,优化资源配置,创建宜居环境,不断缩小城乡社区发展差距,加快实现城乡融合发展,实现城市治理能力现代化。
With the improvement of socioeconomic level and the acceleration of the modernization process of national governance system and governance capacity,the city′s rural communities,after the baptism of more than 40 years of reform and opening up,have undergone earth-shaking changes in their existing form and development space.Chengdu City has topped in the new first-tier cities for the 5 th consecutive year,and as a model of national grass-roots social governance innovation practice,its rural community governance get obvious effects in subject participation enthusiasm,quality improvement of public service,governance model innovation,sense of gain of community residents,but there still exists some problems,such as subject function imbalance,management mechanism anomie,resource allocation imbalance,environment support decline,etc.Based on this,the governance of rural communities in new first-tier cities should not be underestimated.It is necessary to clarify responsibilities and rights,restructure the functional system,innovate methods,standardize operation mechanism,optimize resource allocation,create a livable environment,constantly narrow down the development gap between urban and rural communities,accelerate the integrated development of urban and rural areas,and realize the modernization of urban governance capacity.
