摘要
随着互联网的媒介属性越来越凸显,网络舆情治理能力愈益关系到国家安全与社会稳定。美国是社交媒体的发源地,随着其国内各社交网络用户量的激增与社交媒体信息传播力的突显,社交媒体开始全方位地改变美国的政治生态。当前特朗普政府错误利用社交媒体操纵公众舆论倾向,进一步加剧了美国的政治极化和社会撕裂。社交媒体时代的美国网络舆情治理困境,对社交媒体日益发达的中国殷鉴不远。中国必须审慎看待互联网社交媒体蕴藏的巨大政治资源,辩证研判民主政治“数字模式”的影响,避免社会治理滑向网络民粹主义陷阱,在此基础上积极探索网络传播与舆情治理规律,建构政府、行业、用户等多元主体协同共治的网络舆情治理格局。
As the media attributes of the Internet become more prominent,the ability to govern public opinion on the Internet is increasingly related to national security and social stability.The United States is the birthplace of social media.With the progress of technology and the proliferation of social networking site users,social media has changed American domestic political operation in an all-round and multi-angle way.At present,Trump administration misuses social media to manipulate public opinion which has exacerbated the political polarization and social tension of American society.The dilemma of network public opinion governance in the United States in the age of social media serves as a lesson to China where social media is increasingly developed.China must be cautious about the huge political resources on social media,dialectically analyze the influence of“digital model”in the democratic politics,avoid social governance slipping into the trap of“network populism”,and on this basis actively explore the laws of Internet communication and public opinion governance,construct a governance pattern of network public opinion among the government,industries and users.
